It looks a bit Italian to me perhaps, the axe and olive branch could hint that way. Enigmatic little bugger.
I agree, IMO . Never seen one before but the axe head points in that direction.
Whatever it is, it is a private piece, not stamped but rather hand cut from a flat sheet of metal, then hand engraved/decorated on the obverse.

Judging from the symbolism and style of the design, it's not German. Otherwise, no idea.
