HI, I would say it is a 25 year veterans pin of some type. It obviously has the veterans eagle on it.

That's a badge for 25 years membership in the NSDMB (Nationalsozialistischer Deutscher Marine-Bund; the Naval Veterans' Association)

Unfortunately also a fake one. I was told that all the genuine pieces have the notch at the top. Note mine has the black cross missing and de-nazified.
