In some ways it looks as the 1934 political eagle, but with much more detail.
This 1934 eagle has a wreath as usual and a swastika in the inner.
I have checked numerous catalogues, but the shown version - with a pebbled
swastika hanging in the bird's claws - was not included there.

Must admit I have never seen the shown pattern before!

I also have never encountered this eagle before. My first reaction would be to say it is a fantasy item. However, the quality and style of the work is what I would expect to find in the period and therefore, believe it to be genuine to the period.

The large diamond shaped swastika on the 1st posted eagle has a distinctive pebble finish to it. To me, anyway, this indicates a Police eagle but without the usual wreath surrounding it. SS, Field, or Water Police...it could be any of them, but a version without the customary wreath?

Wagriff is right, but as far as I know the SS did not use this.
I must have slept as when I answered with post 4.

The eagle is the 1934 pattern as introduced for the police with orders from April 23, 1934.

And the bird was in a catalogue, but with wreath (see image from a 1935 catalgue from
Friedrich Linden). However the bird was positioned onto a wreath and the legs for the
swastika were open. Just the bird without wreath was not offered, but who knows as
shown it was worn with headgear. Do not know all catalogues or police-regulations out-of-heart.

Also F.W.Assmann had the same insignia in its catalogue (eagle with wreath, but not a
    loose one): catalogue-numbers 22535 and 22483 on page 30.
