Morning Gunny I have done a little bit of research on this shoulder board and it would appear that it is postwar Shutzpolizei .
There are some variations in the green that was used in the cording this shoulder board example is as close as I could come to a match on yours much the same shoulder board in a slightly different variation of green.
They do look to be polizei, Rheinland-Pfalz, (middle to dark green underlay)
or Schleswig-Holstein (light to middle green underlay) .

the cord count in the weave is strange to me. i'm used to seeing 4 interwoven strands on war time pieces. so i was also thinking post war but did not want to go that far in saying it without really knowing.

i am hoping someone can come along and comment on this further.
