They are also found on the front of the 1st model SA Wehrmannschaft hat.

Didier, you also got your answer on WAF. It was also worn by
SA-Wehrmannschaft with their typical cap. Since May 1938 this
cockade was indeed worn within the wreath for the naval-SA.
This cockade was further worn by SA at Hitlers headquarters
and by "SA-Führer im Operationsgebiet", when wearing field-grey.
Hitlers SA-adjutant Wilhelm Brückner did wear this cockade for
example at the Westwell, during a visit in spring 1939.
This cockade was with three occasions covered in volume 3 from
the headgear-series, where also a photo from Brückner is shown.
The RZM number at the reverse is 230 and not as 280! M5/230
= Wilhelm Deumer from Lüdenscheid.
