SA and Political eagles have longer wings - slightly different shape.........

To answer your question, yes it's from the Germans. It is of the Third Reich period. As stated above it was worn on caps of civil servants. To find out more I would google WWII German civil servant cap eagle. Then you will find more information and even values from delers. Good luck, neat find.
