Wartime duty (Kriegsbesetzung), or perhaps flak unit ? I believe the insignia is on the wrong sleeve, probably due to the 'Deutsches Wehrmact' armband, I have a photo in my files with correct placement, when I find it I will post for you.. G

I am going to update the previous statement.. They probably are RAD-Bau-Abteilungen. These consisted of elderly men, who were not (yet) conscripted to the forces, but assigned to the RAD instead as auxiliary workers in 1939/40. The units were disbanded in 1940, and the personnel assigned to the German Army and Air Force. Many of these old boys were born before 1900, an some had seen action in WW1.
