My best guess would be that they are eagles from long service ribbons. They are indeed army and police and belong to the smaller type ribbons worn on a bar, not the larger type worn on the actual medal with ribbon.

Yes, I see. They are very similar though, could they not just be variations? Is the fixings/attachment similar?

Here is my one for comparrison. Although its not the same as yours, it does show there are variations and the proportions are quiet similar (its between 10 and 11mm long) Of course I might be completely wrong and I expect there are some medal specialists here who will tell us for sure.

eagles on rippon are (wing to wing) same as my new eagles, but bottom to eagles head 2-3mm smaller.
