In ref to this buckle I am a wee bit unsure to be honest, I dont recall M4/116 as a HJ leader buckle maker, I have emailed Chad Williams to ask his opinion on it. So in all I am on the fence with this buckle but mu gut feeling is that it is a fake, lets wait and see what Chad says.

Hello The M4/116 is considered to be a reproduction. A lot of these hit the marked 15-20 years ago. They are well made and they are constructed like A CTD HJ leaders. I was looking at one of these years ago and I went back through about 10 years on Manion catalogs from the 80's and never found a 116 listed. You can now find these with ease.
