Anyone seen something similar have looked in a couple books without success
Looks like a Hohenzollern firemans buckle.
Thought it might be police/fire related thanks for the info Steve will wait to hear what other say

This is a pre-1936 Feuerwehr all ranks buckle for the state of Baden.
