It looks you are right. The 9 is a bit tricky but still I think it is 1598781 yes.

Yes, In my opinion it's a 9. You can see the difference between 9 and 0 in similar Red Star Order.

Looked it up on documents and people and awards but sadly the search turned out with no results (searched by first, last name and patronymic). Also have the record card and service record nbrs but still no results.
