I would estimate late 1945/early 1946. It appears Valentin Vasil'yevich Gaponov was also awarded a Red Banner.
A nice Moscow Mint star and I agree with Bill that it is most likely a late '45/early '46 star.
Did you look it up to see if there is a citation?
it could be in this gap of long service, so maybe a combat award,

Looking him up shows only one citation under the name in the book, and that is his 1985 OGPW II......
A wildcard search of В* В* Гапонов doesn't show anything immediately similar (birth year of 1913+/- one year)
Someone more familiar with the language might suggest if there is a similar last name misspelling, but his first name isn't so common?
A birth year of 1913, does it make it possible he had 15 years of service by 1946? would have entered ~18 years of age.

I thought about that too.....but Валентин Васильевич Гапо* only gives that one result as well (doesn't mean anything other than it isn't listed)
I even tried В* Васильевич Гапо* given his uncommon first name and then a subset of only red stars...
It looks like it may simply be he has a red star and red banner for long service and no other awards were given but the book is dated 47? Doesn't that mean he would have had to been in service since 27? If so the OGPWII from 1985 may not be him.....and he would still be missing his combat services.
