There are several Imperial awards that had the black and white ribbon, sometime these were awarded in a 'with swords' version and a swords device was worn on the ribbonbar. This ribbon may have come from such an award or the swords device may have been added at some point for some unknown reason. It might even be a KVK2 ribbonbar device.
Looking for LDO marked EK2s and items relating to U-406.....
All look fine to me.
