What would the holes in the bottom of the wreath be for? Another hanging device of some sort?

This is a nice award. The eagle is in the style of the NSRL
-'Nationalsozialisticher Reichbund fur Leibesubungen'
sportsbund or physical exercise body.

I like the wreath as well - reminds me of the kind
seen on combat badges.........
