What about the Cadeuseus? That is a UNIVERSAL sign for Medicine! As far as I know every civilised Country on the planet uses that in some form to denote Medical Doctors, or the profession of Medicine. This HAS to be a medical badge, not anything else - period.

Sorry, but I am afraid that is simply not right. You are confusing the Caduceus with the Aesculapius Rod, which is not the same thing at all.

On German uniforms, badges and insignia in particular, the Caduceus would only be found as a symbol for administration/logistics/fiscal matters etc.

Please see here for some general information...:
Caduceus - Wikipedia, the free encyclopedia
Rod of Asclepius - Wikipedia, the free encyclopedia
    Caduceus vs Staff of Asclepius

...and here for some on the use of the Caduceus by the U.S. Army's medical service specificially:

Still, as for just what exactly this badge is, I am at a loss. It does not look German to me; I would guess Eastern European too. My gut feeling is that this is a 1936 graduation badge from some kind of Fiscal/Customs/Logistics-related academy or other training school.
