As Andreas says this bears no likeness at all to Felix Steiner and there is noting in the award group or photograph that show anything relating to the SS !!

Yes he appears to be Heer. Does anyone have any information on German Generals of WWII? I wonder if anyone has published a book.

What makes you think that these awards belong to the German Army General? He is not wearing them in the photo.
