From what i can see it looks like it could be a wartime compatible piece by Souval ?

The document is sure a nice piece to have.

The size & style of the letters RS. On one of my trips to Vienna in the early 80s I visited the Souval show room and factory. They had a lot of the original stuff and displays of everything they were currently making including WW 2 medals. I bought a boat load of stuff to bring back and sell to re-enactors. Still have the invoices around here somewhere.

I like both of them.
The title on the award certificate looks particularly long.
The badge looks like an early zinc example to me.
If you look at the reverse you can just about make out the residue that is left from the earlier mecurial gilding IMO
