It appears to be a cast fake of the Steinhauer & Luck badge.
S&L only produced their Fleet badges in zinc.The basemetal here does not appear to be zinc.That along with poor obverse detail and reverse pitting as you mentioned.

Hello, sorry to say that the chaps are spot on again, this is a cast copy and the big inverted "V" on the rear looks like the French Bacqville style and those are probably not period pieces anyway. Leon.
For interest here is an S&L that i used to have.They can be found with a few variant reverse set ups.This one features the folded sheet metal hinge and the inverse tapered pin.
