No, I don't think so. There are far too many differences between the two badges to be from the same manufacturer.

Look at the outline of the coast on the map, the dates, the eagle's head and swastika for example.

Not a Wurster or Deumer. Unknown manufacturer IMO. Possibly a 1.19 version as per Weber's reference book but a photo of the reverse would be helpful.
