Hi Josh, for me it is silver which has lost a lot of the normal frosted finish. You can see traces on the edges of the arms.

I only asked because right next to the center disc I see a bronze color like the finish is worn off, or perhaps that is the base metal.....and the silver has worn off.....
It's unusual to see the colour worn off in the place it is least likely to get worn off - in the recesses or close to a high part of the badge/award. These places would see less wear due to the proximity of the central disc in this instance.
I agree with the others that is is a silver award and perhaps the bronze like colour is the remnants of a factory applied lacquer that has toned over time, remaining in this area because it has been protected by the closeness and height of the central disc.

Silver, yes, for 6 or 7 kids , and the silver plating was always thin and bronze shows thru. Thats normal
