no good....pin wrong,,,markings wrong font from my point of view,,entire badge not up to high quality standards due this award,,,Latvian or perhaps Russian fakerooooo....
I will agree with Robert, I don't know much about these awards as they don't crop up that often but the poor quality of the enamel work in the first pic makeS me think this isn't a TR produced award. The overall standard of finish is lacking IMO.

I don't know much about this kind of crosses, but the details seems very low.
An additional hint is the way the eagles are situated between the arms of the cross,,,the rounded portions of the back of the wreaths should touch the arms of the cross but not have the "tabs" that touch the rounded portion and the arms of the cross
