Hello Caleb,
it is s genuine bronze Mothers Cross but the upper arm has had an enamel repair.
As Adrian has pointed out the rough looking enamel. This is due to the fact that it was not produced at the same time as the other blue enamel areas.
Just to make sure if you can photograph the cross at a low angle you should be able to see the enamel has a completely different surface.
I think the scratches that look visible is where the repairer has buffed the enamel so it looks more acceptable.
