    It's exactly as Ade says, a fantasy piece.

    Looking for LDO marked EK2s and items relating to U-406.....

    That would be the Italian fascist eagle gripping a fasces bundle below the text "ONORE/8 SETT. 1943 XXI"; around the border are the words "29a DIVISIONE WAFFEN-SS ITALIANE" (top half) and "IL NOSTRO HONORESI CHIAMA FEDELITA" [i.e. the Italian translation of the SS' motto "Meine Ehre heißt Treue"] (bottom half).

    They show up for sale every now and then.

    Allegedly, these are late-war commemorative medals issued by the R.S.I. (Republica Sociale Italiana, i.e. what was left of Fascist Italy) to the members of the Italian Waffen-SS. That is how they are usually described when offered for sale, while others think these are unofficial post-war veterans' medals. The majority considers them as fantasy items, though. In any case, not a German medal.

    By the way, the German word "FREIWILLIGEN" is misspelt als "FREIWILLINGEN".
