I don't think it is German, I don't know of any unit emblem that looks like this and the face of the sailor looks more Gallic than Germanic so I would lean towards it being French.

the sailor's hat is not french at all
someone says that the stamp mark is polish from 1920 era ( silver 800)
do you recognize a polish hat or uniform ?
