The blue ribbon would be worn on the uniform of someone who had been awarded the '25 years faithful service' medal, I would assume. 'Für treue Dienste' is on the reverse of the actual medal.

WWI Imperial German medal bar representing the Iron Cross 2nd Class,
Hindenberg Cross with Swords for combattants, and a civil 25 Year
'Fathful Service' Cross of the Third Reich era, as Matt says.
The button/pin is refered to as a 'Tinnie' and these usually
commemorate an event - in this case, the 1st of May,
which carried significance within the Nazi regime.
