On the back it says "1939 Berlin Wolfschanze". I forgot to add that. And yes, it's had me stumped as well. Can't find anything about it ANYWHERE.

It is not familiar to me either, but it strikes me more as being a tinny sort of thing rather than a decoration. The quality of manufacture seems a bit low to be a decoration in my uninformed opinion.
