It's the 1036th Rifle Regiment (1036-й стрелковый полк) and signed by Commander Lieutenant-Colonel Gernodsenko...

One small nuance - "Chernousenko" (Черноусенко Иван Павлович), commander of 1036th Rifle Regiment .

    First thank you both.
Second, my apology for the slow response.
Here is the full document, I have some trouble on identifying. There are two on 'feats of the people', may be either or neither?
Unit on document was in Manchuria, but the person I cannot trace.
    Again, thank you.

Just in case - "Red Army soldier Shugaev Mikhail Vasilievich ( Шугаев Михаил Васильевич )".

Hard to be 100% certain, but IMO neither of the two M.V.SHUGAEV you see are "your" veteran.
The unit is 1039 Rifle Regiment. It implies 293 Rifle Division of SECOND formation. The second formation 293 RD was formed in mid 1943 in Transbaikal Front and stayed in Far East all the time during the war.

I had same thought, none of listed units in 'feats of the people' makes sense and some 'transfer' seems unlikely?
293 was attached to 36th Army (36 A) of invasion of Manchuria. Again, thank you, I have gotten much enjoyment out of this simple paper following this soldier's feats.

A look at the officer's units also provides no clue.
