A few additions to what Bill posted:
#1: Signed by the deputy chief of the UOOP (Department tasked with Maintaining the Public Order) of the Lvov Oblast, Police Commissar 3rd Grade F. Tkachenko.
#2: Signed by the commander of the 197th Stalin Red Banner Guards Bomber Aviation Regiment (stamp still says "11th", its previous designation)
#3: Ivan Korneyevich Popel, signed by the "divisional commander" (stamp says "60th Pavlograd Red Banner Guards Rifle Division")
The officer (Ovcharov) was an interesting fellow. I checked Podvig Naroda; he was awarded an OPW1 and ORB, the latter while serving as a flight engineer on the six-man crew of a Li-2 aircraft (https://en.wikipedia.org/wiki/Lisunov_Li-2), a license-built version of the Douglas DC-3, which flew nighttime bombing missions and dropped leaflets over occupied territory.
