I noticed on ebay the other day two different 1960's era naval excellent soldiers badges one has a gray boarder the other a white boarder around the badge. Does anyone know why this is?

I've seen this as well. I think I've heard the white one described as a dembel, or demobilisation, decoration. Or my theory is a different manufacturer. Maybe even specific units added the white as a mark of distinction?
Attached is an example of the Navy badge, and an interesting unfinished army example. The latter has the semi-mirror reverse and no pin or post. My guess an example from the factory that never got finished.
