It is Russian Imperial badge of the Officer Artillery School (for soldiers).
Bullseye, Sergejs! Great job! And, apparently, it is a fairly valuable badge! William

The School was established in 1882. It was located in Tsarskoe Selo near St. Petersburg. They learned commanders of artillery batteries, 35 (then 60 officers) in every academic year. Academic year continued 7 months and 9 days! They create 1st anti-aircraft artillery battery in Russian army in 1915. No idea about value of the badge. Sorry.
