    It's some sort of pin commemorating "Great Russian singer A.V. Nezhdanova" (See: Antonina Nezhdanova - Wikipedia, the free encyclopedia).

    It appears to be some sort of souvenir pin, note the price on the reverse for 15K, or 15 kopeks, commemorating a Russian opera singer named Antonina Vasilyevna Nezhdanova (Нежданова, Антонина Васильевна). . .
