I picked up this badge with a mixed batch of insignia. I rather like it. I assume it is a civilian souvenir type of badge. It is made of solid copper, which I thought was unusual and is very small- about 10mm wide & 15mm high, and is, I assume from Tallinn in Estonia.

Hi Nick, I have never seen one of these before, but I would agree with your theory of a tourist type souvenir.
