This is a certificate for the medal "for the victory over Germany in the Great Patriotic War"
Name - Skuratovsky Andrey Ivanovich, rank - Major of Guard
Although the medals and documents are indeed genuine, there is really no way of telling with any degree of certainty if these medals were awarded with these documents. Regardless, they are a nice set, the documents set especially (Victory over Germany & the Liberation of Prague).
Guards Major Andrei Ivanovich Skuratovsky is listed on the archive site and was awarded the Order of the Red Star (September 20th, 1943), an Order of the Patriotic War in 2nd Class (October 6th, 1944) and 1st Class (March 24th, 1945), as Secretary of the Division Party Committee, 14th Guards “Vinnytsia” Order of Lenin, Order of the Red Banner, Order of Kutuzov Rifle Division (14-й ГвСВОЛКЗОКД). Both of your documents were signed by the Chief Political Officer, Guards Lieutenant-Colonel Fomenko.
AKT for his Victory over Germany, he is #29. Note the document number as listed matches the document itself.
