I'm afraid that's correct. All I can add is that this piece was manufactured at the Leningrad Jewelry Factory some time between December 1970 and March 1971, and it was probably awarded not long after that.
And there's no way of knowing when that information will be available again, or if somebody copied it? Why did they close it?
It's Russia; nobody knows when - or if - the archive will be accessible again. We're talking about an enormous archive, so I don't think somebody copied all the information. The reasons behind the closure are complex, but it comes down to too much information being published on the Internet in the opinion of archive management.
