Yes, you are correct. This is a 1985 issue which was really a "commemorative" issued to personnel who satisfied prevalent criteria. It is often called "afghanistan issue". The first and most obvious difference is that the '85 issue is made in one single piece (except for the screw post). It is visible from even a few feet away that the hammer and sickle device is part of the medallion whereas earlier OPGW had the hammer and sickle applied separately. There is of course a large difference in value too.
