It is unknown to me?

Can you id it for me please?

well i don't know these things nor do i speak Russian or read Cyrillic.

but searching in Cyrillic i find this, which may be of help:

search the Cyrillic abbreviation on the badge. there are about 6 or 7 pages, none of which i can read, featuring this badge.

Strange but the top motif resembles a branch of Mechanical and eletrical engineers
