Arrowhead Invasion Device on PTO Campaign Medals?

I recently realized that I have never seen an arrowhead invasion device on a US Pacific Theather of Operations campaign medal. Instead, I've only ever seen them on European Theater of Operations campaign medals.

Am I missing something here? Considering the US island hopping campaign that involved the seaborne invasion of so many Japanese held islands... I would have thought that PTO campaign medals would be full of those little arrowheads!

Pacific Campaign Medal Devices:

Bronze service stars:Bronze service stars were awarded by all services for participation in designated campaigns.

Bronze arrowhead:A bronze arrowhead device was awarded for participation in designated Army amphibious and airborne combat assaults (Note: only one bronze arrowhead could be worn on the ribbon).
