I would think it is a commerative souvenir of the man himself rather than a direct connection to the Geneva Convention as although he did preside over the first Geneva Convention he was a Swiss national hero as a famous military leader and engineer long before 1937. The badge itself is a representation of a 19th century statue in Geneva.
As a souvenir pin I would guess it would have a value of no more than 10 Euro.
