It is indeed Victorian - commonly given to Sergeants.
Good Conduct can also be interpreted as
"undetected crime".

I'll try that forum since I have 4 other medals I need to research also. I can't seem to find any info tying him to the 15th Hussars.

He's on the nominal roll for the Second Afghan War 1878-1880, serving as a Private (No. 263) with the 15th Hussars.
