This is a Greek Decoration. This is the Greek Order of Phoenix...
The badge of the Order of the Phoenix is a white-enameled cross,
in silver for the Silver Cross class, in gold for the higher classes,
with the Phoenix (symbolizing the rebirth of the Hellenic nation) at the center.
A five-pointed star is at the upper arm of the cross.
Dated after 1975 and at the reverse side has the national emblem of Greece, accompanied by the words GREEK REPUBLIC.

Take a photo of the back.Smitty got it right but the order of the Phoenix was awarded long time before 1975, firstly introduced in 1926.
If i remember well there are 4 or 5 classes.
In some older versions the order had a crown above the ring and in the back side a monogram of the king (at that time).
The picture shows a higher class order during king's Paul reign (you see the letter Π in the back)
Your version was awarded to civilians.The same order with 2 crossed swords was awarded to military (army,navy,air force) personnel.
