I have a seven medal group consisting of the OBE (Officer); WWI War Medal; WWI Merchantile Marine War Medal; '39-45 Star; Atlantic Star; Burma Star, w/Pacific Clasp; '39-'45 War Medal. Why wouldn't the recipient qualify for the Defense Medal? R/ Tom

I had the same questions with a group of my relative's medals. Here is the thread, it should answer your question :
Why No Defence Medal?
Hi Tom , the defence medal was most often given to servicemen/women who were involved with tasks on "home shore's" such as ARP/HOME GUARD etc. That said regular troops would also qualify after being involved in similar actions before or after deployment. RAF aerodrome personell for example would qualify as would Navel and Army personel clearing bomb damaged docks/city streets etc. Leon.
Thanks much for that Info. take care. R/ Tom
