The crown and oakleaves reminds me of Russian sub badges, but the lack of a red star or post soviet flag make me wonder...

The nearest i can find is pre communist Jugoslavia.

It's definitely a submarine badge of the Yugoslav Royal Navy.
Guys, if you have information that such a badge are on sales I'm interested to buy it.
