Like Paul, I would say it is a commemorative sweetheart type item.
It is certainly not an official award of Britain, USA or the Soviet Union.

Certainly some sort of private issue commemorative for the liberation of Paris, Big V for Victory, two Free French crosses, Allied flags and red star. I would guess that many different variations on this theme were made by local companies, perhaps maker marked on the reverse as to who made it.
Not valuable as similar items for the great war in Britain rarely make over a tenner, if that much.
