Vietnamese ..Nhân Dân means "the people" in Vietnamese, i cant make out what the other words are,if you could flip and zoom i might be able to make it out

to quoc (Homeland)..Nhân Dân (the people)..xay dung (construct)..cant make out the last word, but it would appear to be a commemorative medal about winning the war? at a guess
