WWII China medal?

Is this a WWII China medal? I have seen these medals before, but usually they have a red, blue and yellow ribbon. Can anyone help identify this?

The medal and ribbon does not match. The ribbon is for the "Medal for Naval Achievement" (海功獎章) but the medallion is for the "China War Memorial Medal" (抗戰勝利勳章).
