I think it's a Soviet 7.62x54R.
Or a French Labelle????

I specialize in M1 carbines and Lugers.
Just going by the picture, I'd say 7.62X54R too. The Lebel case is much wider compared to the Russian, and the rim of the Lebel is flatter.
found in ww2 area . I think is russian too . why the iterior is around 4mm diameter ?? inside is not as an normal ammo cartridge , is very heavy .
