help on this funny item ???

Article about: all i can say on this is it is dated 1918 makers name is wilkie and paul stands 6in tall unsure if it isa toy ?? or used in ww1 so what can it be????

    That was my thoughts on his original post. It is less than one inch in diameter, so there is no way that it can be a WW1 mortar round. Nose and end-caps are push fit too.
