    I've been having a dig around online and the best I can find is that CA is for the chief inspector at Pirotecnico di Bologna, Alfredo Cavalli. But looking at this site Carcano Ammunition - History & Headstamps it appears he was active from the 1920s so, if the 69 is the year of manufacture then my guess and it is only a guess, can be disregarded.
