Strange Bullet?

I found this tonight when I was out walking at Barry Buddon camp, ranges and training are. I have no idea what kind of round it is, and have I havent seen one before! Can anyone shed any light?

ps, I didnt remove this from the area as its a military and civil offence to do so, I always carry a ruler and a piece of paper around when I have my camera with me for photographing such items

I've not seen one of these, dont see any rifling marks. Has it got a steel core? I expect Tony E will be able to help. I would be interested in an I.D also.

Its a 9mm spotting round that was used with the LAW 80 .
