Hi Dave,
It's not a shrapnel tube, but a flash tube. The purpose of the flash tube was to transmit the flame from the primer charge in the fuse at the nose of the shell down to the gunpowder in the base of the shell.
Below is a cutaway diagram of a 16 pounder to give you an idea how it works. As for value, I would imagine not a great deal at all.
